A Report Card for Your Ministry

It’s that time of year when performance results pour in—not just for school kids but government ministers, too.

Prime Minister Manmohan Singh and Congress party chief Sonia Gandhi released a report card on the government’s performance last month in New Delhi.

Come July, Prime Minister Manmohan Singh’s government will hand out progress reports to at least 62 federal ministries and departments in a move to measure their performance.

Before that, on June 21, a high-powered committee on government performance steered by the Cabinet Secretariat will hold a meeting to evaluate the status of work done by each of the ministries against their defined targets and indicators.

“It is a new change to guarantee highest standards of accountability and transparency in governance and enhance efficiency,” Prajapati Trivedi, secretary of the performance management division under the Cabinet Secretariat told India Real Time last week.

Under the government’s performance evaluation drive, each ministry is required to prepare a Results Framework Document in consultation with the secretary of that particular department. It outlines their main objectives and corresponding action during the year, explains Mr. Trivedi.

He says the document will contain not only the policies and programs proposed by the ministries but also indicators to assess progress in implementing them.
